On the eve of a Department of Natural Resources public hearing over the proposed Duluth to Wausau transmission line, two conservation groups have filed a lawsuit against the state.Clean Wisconsin and Save Our Unique Lands contend that the D.N.R. should conduct an environmental impact statement before issuing permits to build the line.
