Wisconsin Department of Children and Families Secretary Reggie Bicha testified yesterday before the state legislature’s budget committee about steps his department is taking to identify and root out fraud in the Wisconsin Shares Program. A recent audit found $20-million worth of fraud in that program, and lawmakers pressed Secretary Bicha for more than two hours on the problems, and solutions, at a hearing yesterday.
