Cell Phones Would Help Curb Domestic Abuse

Cell phone users would pay a surcharge under a pending bill for 911 upgradestelling rescue crews where they are. The amount is yet to be determined, but some are hoping there’s at least three cents tacked on to curb one kind of emergency: domestic abuse.Shamane Mills reports.
