Rep. Chris Taylor, D-Madison, plans to introduce a bill in the upcoming session requiring law enforcement to use deadly force only as a last resort and emphasize de-escalation tactics in conflict situations. State Sen. Van Wanggaard, R-Racine, disagrees with Taylor’s proposal, claiming it’s based on a false premise.
