The leaders of Wisconsin's largest local government associations are optimistic state lawmakers will change a "broken" system of funding counties, towns cities and villages this year. That comes as Democratic Gov. Tony Evers and Republican leaders in the state Legislature have pitched sending a portion of state sales tax to local governments to fund essential services.
