Wisconsin's revenue surplus is protected to balloon to more than $6.5 billion by mid 2023. The debate over how to use that money is heating up between the governor’s office and lawmakers. Fielding budget requests is Department of Administration Secretary-Designee Kathy Blumenfeld, who joins us.
