When the Brown County Board recently adopted a measure endorsing the English language, some minorities viewed it as a slap in the face.Northeastern Wisconsin’s minority population has increased nearly tenfold in the last ten years.Most of the newcomers don’t speak English right away, but many of them want to learn.Problem is, there aren’t enough people willing to teach them.Patty Murray recently visited the Literacy Council of Brown County.
