University of Wisconsin President Ray Cross said Tuesday he does not support Gov. Scott Walker’s plan to peg future tuition increases to the rate of inflation.
Cross said Walker and the Legislature are arbitrarily throwing out numbers.
“There is not a rational process for why it is what it is,” said Cross. “It’s just ‘I don’t think it should be any higher than that, that’s what I think. Well, I don’t think it should be higher than that!’ That debate goes on without any rational, logical analysis supporting that.”

Walker included the tuition proposal in a letter to state lawmakers on Monday.
Cross said he plans to propose a new tuition-setting model to the Legislature soon. He said it will take into account market price, among other factors.
