How Bad was Nero?

On the one hand, Nero is credited with focusing much of his attention on diplomacy, trade, and enhancing the cultural life of the Empire. He ordered theaters built and promoted athletic games. On the other, many Romans believed that Nero himself started the fire that burned much of Rome in order to clear land for his planned palatial complex, and his rule is often associated with tyranny and extravagance. And he is known for many executions, including that of his mother.
