Under Governor Scott Walker's proposed budget, rent-to-own businesses would no longer be covered by the state's Consumer Protection Act. Further, they would have to disclose an item's price and the number of payments required to own it, and abide by other new regulations. Joy Cardin's first guest says the proposals will help spring up new businesses in Wisconsin; her second guest says they will result in more poor people being grossly overcharged for items.
