The 2011 Japanese earthquake and tsunami caused one of the worst nuclear accidents in history. Now, two and a half years later, Japan's Nuclear Regulation Authority just announced that it is officially reclassifying the radioactive water leak at the Fukushima Daiichi nuclear power plant from a Level 1 to a Level 3.
