Rock County workers look for new beginnings

Rock County has the highest unemployment rate in southern Wisconsin. But that wasn’t true when the Janesville General Motors plant there was running 3 shifts. When the plant closed two years ago Blackhawk Technical College offered many laid off workers a way to re tool their lives. As part of our ongoing series on Wisconsin’s 72 counties, Gil Halsted reports on the role of the technical college in post GM Janesville.
