A state appeals court ruling on Thursday will likely be the last word on whether union protesters can sing in the state Capitol without a permit, an issue that garnered national attention in the summer of 2013 when hundreds of activists were arrested for having done so.

Ray Cross, president of the University of Wisconsin System, has ordered a moratorium on hiring for non-essential state-funded positions, out-of-state travel, raises and promotions after Gov. Scott Walker revealed a plan to cut $300 million from the System's budget.
