Corrections secretary offers thoughts on reducing prison spending

The newly appointed Department of Corrections secretary saysstate prison costswill decrease by more than 50 million dollars over the next two years. But a DemocraticSenator from Milwaukee says that won’t happen unless the state spends more money on mental health and drugtreatment programs. Gil Halsted reports.
