U.S. Rep. Mark Pocan, D-Wis., told Wisconsin delegates at the Democratic National Convention on Wednesday morning that U.S. House Speaker Paul Ryan, R-Janesville, is partly to blame for the dysfunction in Washington, D.C.

“Paul is smart, Paul is personable, but Paul is not being the leader that we need him to be in Congress,” Pocan said. “You cannot be the speaker of the House of Representatives and let this dysfunction continue. You have to stand up to the Tea Party or we’re going to continue to have the level of dysfunction that we have.”

Pocan told delegates it’s a popular misconception that arguments between Republicans and Democrats were grinding Congress to a halt.
