The Franklin Police Department is investigating the death, said county executive spokeswoman, Melissa Baldauff, in a statement. County Executive Chris Abele asked for the independent investigation of the death, Baldauff said.

The House of Correction holds about 1,250 inmates daily. Milwaukee County took over operations of the House of Correction from the county sheriff’s office in 2013. Milwaukee County Sheriff David Clarke manages the Milwaukee County Jail, where four people died in the last year.

The jail and House of Correction are subject to bi-annual inspections from a court appointed jail monitor as part of a legal settlement. The latest report from May 2016 showed more than 30 percent of the “required” medical positions were vacant at the facilities.

There has been a lot of attention on the medical treatment at the Milwaukee County Jail in the past week during an inquest of Terrill Thomas’ dehydration death at the jail in April 2016. Jail staffers allegedly cut off water to Thomas’ cell for seven days. A jury recommended charges Monday against seven jail employees.
