Military officials say that attacks by Afghan soldiers and police officers have killed at least 40 NATO troops this year, including 23 Americans. The attacks are troubling, as the closeness of U.S. troops and Afghan security forces is a key component of the military's plan for a complete foreign troop pullout by the end of 2014.
