Since the mid-1980s, the U.S. Office of Foreign Assets Control, a division of the Treasury Department, has deemed it a crime to translate and publish works from nations against which the United States has a trade embargo. The Bush Administration has cracked down on enforcement of the law, which affects publications from nations including Iran, North Korea, Libya, and the Sudan.
