Governor Scott Walker unveiled a two-year budget proposal yesterday that followed through on his promise to cut state aid to schools and local governments.Walker delivered his address under unusual circumstances at the capitol.14 Democratic State Senators remained missing, hundreds protested outside, and the capitol building itself was under a lockdown.Wisconsin Public Radio State Capitol Reporter Shawn Johnson reports.
