EPA defends ballast water proposal as technologically sound, wants to hear from the public

Last week’s proposal to regulate how ballast water being dumped from ship’s holds into the Great Lakes is cleaned will soon open for public comment. The U.S. Environmental Protection Agency says it’s ready to defend its plan. Mike Simonson reports.
